WP1 Project Management + | The aim of this work package is to ensure a well-managed project. The project is controlled by a Steering Group under the leadership of a project manager designated by the lead partner. All partners will operate in regional groups led by a regional coordinator. The transnational work groups at work package level shall report to the Steering Group. Overall project management includes financial management and reporting to NSR JTS. Focus Groups formed by experts throughout the partnership specialise on joint problem-solving for a specific pilot. The knowledge institutes will form a working group that coordinates the integration of approaches and results in order to further support capacity building across the partnership and the NSR. The knowledge institutes in the project form the core of the transnational expert team that shares, collects and analyses information and experiences. Authorities will work together to provide the local, regional and national knowledge that is necessary to successfully integrate MLS in the spatial, environmental, economic and legal context. The non-governmental organisations will bring the project closer to the communities that are under risk of being flooded and therefore allow bottom-up approach when improving resilience. + |
WP2 Communication + | Communication activities are vital for the MLS approach to become a transnationally accepted method to realise sustainable areas in flood prone regions. The communication work package collects activities that inform stakeholders about the project, disseminates project results and general awareness raising activities. Centralised communication shall support the specific activities by providing a platform for generating (transnational) insights and participation and for sharing progress and results, means include: construction of a website (Interreg module), brochures, newsletters and banners. Important in this work package are the FRAMES days that deliver transnational and interdisciplinary problem-solving for a specific pilot. The project manager of the pilot together with the Focus Group prepares a case that the partnership will visit, analyse and ultimately provide a solution for. FRAMES days start off with open fairs where transnational experts, stakeholders, politicians, companies and the public connect with each other. Local stakeholders join the workshops during the day as a source of local knowledge and inspiration for the Focus Group. Communication will be coordinated transnationally by the WP leader PZH. PZH will also be responsible for the communication content and supplying materials. All FRAMES partners are responsible for organising FRAMES day(s) and their regional communication activities + |
WP3 Resilient Areas + | This WP will focus on spatial planning and catchment management measures (such as coordination between different functions for urban and land use or Flood crisis simulation tool Reimerswaal) to ensure that areas which are more resilient against floods. Data on the local situation, supplied by the authorities and NGOs in the pilot areas, will be analysed via a common structure and will be coordinated by the involved knowledge institutes. The knowledge partners will provide an over-arching assessment to pinpoint which data are of most value for these outputs. By identifying these hotspots, the cross-sector economic, social and environmental services of each area will be identified. By taking into account the cross-sector services in the pilot areas the most appropriate MLS measure(s) can be piloted, delivering multiple benefits without compromising the existing cross-sector services in the pilot areas. The overarching assessment of the pilot areas will be used by the partners to jointly develop and pilot MLS resilience measures and to identify and implement integration of the different safety layers. The selected pilots contain communities at significant risk of flooding, the flood risks in the areas can insufficiently be addressed with traditional (layer 1) engineering solutions and have a size which allows us to demonstrate the benefits of MLS within the project timeframe. The Annex contains an overview of the pilots/investments and how they fit in the activities. + |
WP4 Resilient Communities + | This WP will focus on providing community resilience measures to create communities that are more resilient against floods, and especially against larger and more frequent floods expected in the future An impact assessment will be performed about the role of self-efficacy and social capital for resilient communities. By conducting a baseline, mid-term and final self-assessments of the pilot areas, the level of community resilience in the flood prone areas will be determined. Based on these results, the partners will jointly develop, pilot and assess: *participatory projects, using methods such as community workshops and living lab *a self-efficacy mobile app *the MLS concept and its effect on resilience in pilot areas without conventional flood protection *incorporation of health and social care services in MLS *a contingency exercise to test MLS *recovery in case of a flood recovery plans for changing flood conditions The selected pilots contain communities at significant risk of flooding, the flood risks in the areas can insufficiently be addressed with traditional (layer 1) engineering solutions and have a size which allows us to demonstrate the benefits of MLS within the project timeframe . The Annex contains an overview of the pilots/investments and how they fit in the activities. + |
WP5 Resilient Authorities + | This work package will be a joint effort of the partnership's approach in assessing, developing and piloting the various MLS resilience measures. This process takes shape as a transnational Learning Evaluation of the activities conducted in the pilot areas. Expertise and experience of the partners and stakeholders will be merged in an integrated framework of MLS to validate pilot results, support transnational learning and to deliver policy recommendations aimed at the local, regional, national and EU strategies developed by authorities. In preparation to these recommendations, the FRAMES partners will oversee the joint development of a decision-support system for all forms of governments that is based on the results of WP 3 and 4. This system will provide insight in MLS resilience measures and how these will influence: *ecological, social and economic indicators, short-term and long- term (sustainability) *robustness of vital infrastructure networks (continuity and recovery of society) *different ecosystem services (ecosystem-based management) *different land use sectors and interests (participation) on horizontal and vertical levels (integration) *collaboration on different MLS levels in the NSR (macro-regional cooperation) *imparting knowledge and specific content (communication) Actions 3 and 4 (resilience toolkit and risk management plans) shall support dissemination and applicability of the developed solutions and good practices at local and regional level. + |

Water sensitive area development in the Waterpoort region + | The HZ Delta Academy participates together with 3 provinces, 9 municipalities, two other Universities of Applied Sciences and several other organizations in Waterpoort. Waterpoort is an area development process initiated by the province of Brabant to create new opportunities in the mainly rural area around the Volkerak-Zoom lake. In this area redevelopment process, involved governments, businesses, ngo’s and citizens try to find new roles in water related area development. The involved organizations try to stimulate and facilitate citizens and local businesses to innovate, to restore connectivity with the water and to co-create an identity and future of the area. In this project you will build on previous research. With input from participating students we created an overview of the different user groups in Waterpoort and their relation with the water system, as well as an overview of the main historical drivers for transitions in the area. New insights about water sensitive area development are brought together in an overall document, called the ‘Atlas of the Waterpoort’. Follow-up assignments are pending. Wellbeing and Food + | Wellbeing and food is the second theme that partners have identified as a key issue that is both important for theelderly and provides good development potential for the local economy: several smart and unlikely combinations can be established here. The proposed pilots also address a particular territorial challenge of the 2 Seas coastal areas: isolation and loneliness is a common problem among elderly. Especially in places where first and second residents and tourists form distinct groups of elderly, the problem is even further exacerbated. The partners tackle the topic from a number of different angles: wellbeing in the context of specific health problems (Norfolk, Dementia Friendly Walking), the inclusion of caregivers and local farms in the cycle (France), healthy food (Zeeland) and communication aspects (Belgium). This variety ensures that the developed solutions can be taken up by many other communities, depending on what particular problems they face. It also means that the SAIL social innovation process will be tested against different conditions: concrete pilot ideas and solution-open pilots are competing strategies to find out which process works more effectively. As for the movement pilots, no investments are planned: where investments are necessary, they will be financed through other means. Each pilot is expected to deliver a social and/or economic return and the readiness of stakeholders to invest in this process is a further factor to define the success. + |
