|Summary=Flood risks in Flanders are increasing, due to continuing land sealing and climate change. Addressing these risks will not be possible with protective measures only (e.g. embankments, flood retention zones, etc.) but will necessitate a wide set of measures. Considering the fact that Flemish flood risk management has limited experience with citizen engagement, it can be expected that the implementation of individual and community-based measures will not be self-evident and might even meet resistance.&lt;br /&gt;
Within FRAMES, the Province of East-Flanders and Ghent University will investigate the possibilities of individual and community-based flood risk action and how it can be encouraged. Sustainable North Sea Region: Protecting against climate change and preserving the environment&lt;br /&gt;
FRAMES addresses the shared territorial challenge that on-going climate change results in&lt;br /&gt;
increasing sea levels and extreme rainfall patterns for areas and communities in the North Sea&lt;br /&gt;
Region. The physical, economic and social effects of floods are likely to increase further.&lt;br /&gt;
Traditional flood prevention measures (physical infrastructure) are expensive and may not be&lt;br /&gt;
sustainable for the future. There will never be enough resources to protect every single citizen&lt;br /&gt;
from flooding, but if we smartly combine resilience measures we can minimise impact. No one&lt;br /&gt;
organisation or member state has the knowledge to develop sustainable solutions for these&lt;br /&gt;
challenges alone. For this, we use the Multi-Layer Safety (MLS) concept as a starting point. The&lt;br /&gt;
MLS concept is a policy strategy that integrates measures for: prevention, mitigation via spatial&lt;br /&gt;
planning and emergency response. These layers are traditionally managed by different&lt;br /&gt;
authorities and sectors, but through MLS, the barriers are lifted and the stakeholders jointly&lt;br /&gt;
apply the most effective combination of solutions. The MLS principles are being acknowledged&lt;br /&gt;
by more and more authorities and practitioners across the NSR, but have thus far not been&lt;br /&gt;
developed in a transnational way. The FRAMES partners are experimenting with MLS-related&lt;br /&gt;
concepts and will build on this experience to realise sustainable strategies and improve the&lt;br /&gt;
capacity of authorities and society to cope with flooding.&lt;br /&gt;

Sustainable North Sea Region: Protecting against climate change and preserving the environment&lt;br /&gt;
FRAMES addresses the shared territorial challenge that on-going climate change results in&lt;br /&gt;
increasing sea levels and extreme rainfall patterns for areas and communities in the North Sea&lt;br /&gt;
Region. The physical, economic and social effects of floods are likely to increase further.&lt;br /&gt;
Traditional flood prevention measures (physical infrastructure) are expensive and may not be&lt;br /&gt;
sustainable for the future. There will never be enough resources to protect every single citizen&lt;br /&gt;
from flooding, but if we smartly combine resilience measures we can minimise impact. No one&lt;br /&gt;
organisation or member state has the knowledge to develop sustainable solutions for these&lt;br /&gt;
challenges alone. For this, we use the Multi-Layer Safety (MLS) concept as a starting point. The&lt;br /&gt;
MLS concept is a policy strategy that integrates measures for: prevention, mitigation via spatial&lt;br /&gt;
planning and emergency response. These layers are traditionally managed by different&lt;br /&gt;
authorities and sectors, but through MLS, the barriers are lifted and the stakeholders jointly&lt;br /&gt;
apply the most effective combination of solutions. The MLS principles are being acknowledged&lt;br /&gt;
by more and more authorities and practitioners across the NSR, but have thus far not been&lt;br /&gt;
developed in a transnational way. The FRAMES partners are experimenting with MLS-related&lt;br /&gt;
concepts and will build on this experience to realise sustainable strategies and improve the&lt;br /&gt;
capacity of authorities and society to cope with flooding.&lt;br /&gt;

Sustainable North Sea Region: Protecting against climate change and preserving the environment&lt;br /&gt;

FRAMES addresses the shared territorial challenge that on-going climate change results in&lt;br /&gt;
increasing sea levels and extreme rainfall patterns for areas and communities in the North Sea&lt;br /&gt;
Region. The physical, economic and social effects of floods are likely to increase further.&lt;br /&gt;
Traditional flood prevention measures (physical infrastructure) are expensive and may not be&lt;br /&gt;
sustainable for the future. There will never be enough resources to protect every single citizen&lt;br /&gt;
from flooding, but if we smartly combine resilience measures we can minimise impact. No one&lt;br /&gt;
organisation or member state has the knowledge to develop sustainable solutions for these&lt;br /&gt;
challenges alone. For this, we use the Multi-Layer Safety (MLS) concept as a starting point. The&lt;br /&gt;
MLS concept is a policy strategy that integrates measures for: prevention, mitigation via spatial&lt;br /&gt;
planning and emergency response. These layers are traditionally managed by different&lt;br /&gt;
authorities and sectors, but through MLS, the barriers are lifted and the stakeholders jointly&lt;br /&gt;
apply the most effective combination of solutions. The MLS principles are being acknowledged&lt;br /&gt;
by more and more authorities and practitioners across the NSR, but have thus far not been&lt;br /&gt;
developed in a transnational way. The FRAMES partners are experimenting with MLS-related&lt;br /&gt;
concepts and will build on this experience to realise sustainable strategies and improve the&lt;br /&gt;

Sustainable North Sea Region: Protecting against climate change and preserving the environment&lt;br /&gt;
&lt;br /&gt;
FRAMES addresses the shared territorial challenge that on-going climate change results in&lt;br /&gt;
increasing sea levels and extreme rainfall patterns for areas and communities in the North Sea&lt;br /&gt;
Region. The physical, economic and social effects of floods are likely to increase further.&lt;br /&gt;
Traditional flood prevention measures (physical infrastructure) are expensive and may not be&lt;br /&gt;
sustainable for the future. There will never be enough resources to protect every single citizen&lt;br /&gt;
from flooding, but if we smartly combine resilience measures we can minimise impact. No one&lt;br /&gt;
organisation or member state has the knowledge to develop sustainable solutions for these&lt;br /&gt;
challenges alone. For this, we use the Multi-Layer Safety (MLS) concept as a starting point. The&lt;br /&gt;
MLS concept is a policy strategy that integrates measures for: prevention, mitigation via spatial&lt;br /&gt;
planning and emergency response. These layers are traditionally managed by different&lt;br /&gt;
authorities and sectors, but through MLS, the barriers are lifted and the stakeholders jointly&lt;br /&gt;
apply the most effective combination of solutions. The MLS principles are being acknowledged&lt;br /&gt;
by more and more authorities and practitioners across the NSR, but have thus far not been&lt;br /&gt;
developed in a transnational way. The FRAMES partners are experimenting with MLS-related&lt;br /&gt;
concepts and will build on this experience to realise sustainable strategies and improve the&lt;br /&gt;
capacity of authorities and society to cope with flooding.&lt;br /&gt;

|Summary=This work package will be a joint effort of the partnership's approach in assessing, developing and piloting the various MLS resilience measures. This process takes shape as a transnational Learning Evaluation of the activities conducted in the pilot areas. Expertise and experience of the partners and stakeholders will be merged in an integrated framework of MLS to validate pilot results, support transnational learning and to deliver policy recommendations aimed at the local, regional, national and EU strategies developed by authorities. In preparation to these recommendations, the FRAMES partners will oversee the joint development of a decision-support system for all forms of governments that is based on the results of WP 3 and 4. This system will provide insight in MLS resilience measures and how these will influence: &lt;br /&gt;
&lt;br /&gt;
*ecological, social and economic indicators, short-term and long- term (sustainability) &lt;br /&gt;
&lt;br /&gt;
*robustness of vital infrastructure networks (continuity and recovery of society) &lt;br /&gt;
&lt;br /&gt;
*different ecosystem services (ecosystem-based management) &lt;br /&gt;
&lt;br /&gt;
*different land use sectors and interests (participation) on horizontal and vertical levels (integration) &lt;br /&gt;
&lt;br /&gt;
*collaboration on different MLS levels in the NSR (macro-regional cooperation) &lt;br /&gt;
&lt;br /&gt;
*imparting knowledge and specific content (communication) &lt;br /&gt;
&lt;br /&gt;
Actions 3 and 4 (resilience toolkit and risk management plans) shall support dissemination and applicability of the developed solutions and good practices at local and regional level.&lt;br /&gt;
