In the process of climate adaptation collaboration between a high diversity of actors is required. The degree and type of cooperation can vary between the several aims of climate change adaptation. Raising awareness, collaboration to test systems, cocreating measures. Understanding and validating the systems and challenges of climate adaptation is a multidisiciplinary effort.

Long term: the Dutch Delta Plan on Spatial Adaptation aims make the Netherlands climate proof and water robust by 2050. Regarding climate change effects (e.g. sea level rise), spatial investments (like critical infrastructure) also time horizons beyond 2050 are relevant. Also complex trajectories like increasing awareness of flood risk or breaking through path dependencies in strategies to deal with climate change effects require a long term focus.

Short term: Before 2020 all responsible governments have to conduct a climate stress test together with their partners to map the potential consequences of climate change. Based on these assessments of climate risk and vulnerabilities in next decades a diversity of measures need to be desinged and implementen to deal with climate changes effects.

Linking long term and short term: a major challenge in climate adaptation is to link long term ambitions with measures and acting on the short term. In the projects within this living lab students will work on adaptive planning by using techniques like vision development, scenario building, adaptive pathways and backcasting. This can be applied to support the development of integrated implementation programs, creating visions and monitoring tools

Spatial scales

Climate adaptation in coastal areas requires the ability to switch between scales. Measures can be applied to make buildings, assets, streets, neighborhoods more climate proof, but also plans need to developed at larger scale, like villages and towns, municipalties, regional, provincial level and the ' Southwest Delta'. Considering climate change also national and international developments are relevant to take into account. {{Light Context

|Summary=This work package will be a joint effort of the partnership's approach in assessing, developing and piloting the various MLS resilience measures. This process takes shape as a transnational Learning Evaluation of the activities conducted in the pilot areas. Expertise and experience of the partners and stakeholders will be merged in an integrated framework of MLS to validate pilot results, support transnational learning and to deliver policy recommendations aimed at the local, regional, national and EU strategies developed by authorities. In preparation to these recommendations, the FRAMES partners will oversee the joint development of a decision-support system for all forms of governments that is based on the results of WP 3 and 4. This system will provide insight in MLS resilience measures and how these will influence: •ecological, social and economic indicators, short-term and long- term (sustainability) •robustness of vital infrastructure networks (continuity and recovery of society) •different ecosystem services (ecosystem-based management) •different land use sectors and interests (participation) on horizontal and vertical levels (integration) •collaboration on different MLS levels in the NSR (macro-regional cooperation) •imparting knowledge and specific content (communication) Actions 3 and 4 (resilience toolkit and risk management plans) shall support dissemination and applicability of the developed solutions and good practices at local and regional level.

increasing sea levels and extreme rainfall patterns for areas and communities in the North Sea
Region. The physical, economic and social effects of floods are likely to increase further.
Traditional flood prevention measures (physical infrastructure) are expensive and may not be
sustainable for the future. There will never be enough resources to protect every single citizen
from flooding, but if we smartly combine resilience measures we can minimise impact. No one
organisation or member state has the knowledge to develop sustainable solutions for these
challenges alone. For this, we use the Multi-Layer Safety (MLS) concept as a starting point. The
MLS concept is a policy strategy that integrates measures for: prevention, mitigation via spatial
planning and emergency response. These layers are traditionally managed by different
authorities and sectors, but through MLS, the barriers are lifted and the stakeholders jointly
apply the most effective combination of solutions. The MLS principles are being acknowledged
by more and more authorities and practitioners across the NSR, but have thus far not been
developed in a transnational way. The FRAMES partners are experimenting with MLS related
concepts and will build on this experience to realise sustainable strategies and improve the
capacity of authorities and society to cope with flooding.

Resilient Deltas

The research group is aimed at the multiannual programme Resilient Deltas. In this programme we explore the nature of resilience in relation with multiple interrelated systems in delta areas, design instruments to longitudinal monitor community resilience and its effects, and develop smart solutions to limit the vulnerability and increase the adaptive capacity of communities in delta areas.

Water safety and spatial planning are core elements in our approach, but our research also includes elements of critical infrastructure, social capital, economic development, and governance. By understanding the interrelations of these systems we aim – in collaboration with a diversity of organizations - to develop knowledge and create capabilities to enhance the resilience of delta societies. One of the specific applications is the ‘water sensitive area development approach’.

The research programme offers several opportunities for students with interest in above topics. An overview of the assignments for next semester are published below. We are also open to students with relevant ideas in relation to above themes.
