Delta areas and coastal areas in particular become busier and busier. The challenges uitdagingen in die gebieden worden groter en groter: er wordt gewerkt (industrie), gerecreëerd, gewoond en voedsel geproduceerd waarbij bij de verdeling van functies ook rekening gehouden moet worden met de toenemende wereld bevolking (vraag naar zoet water, energie en voedsel) en klimaatverandering (veiligheid). Het benutten van de kustregio’s door mensen heeft ook een plafond: de draagkracht van een (deel-)watersysteem.

In het Living Lab Oosterschelde manifesteren zich ook deze schijnbaar tegenstrijdige conflicten. De Oosterschelde is een nationaal park. Aan de andere kant is het van oudsher een schelpdier-productiegebied. Daarnaast biedt het potentie voor nieuwe vormen van voedselproductie in zout water, zoals wieren. Vanuit de technocratische natuurbeheer-wet benadering, lijkt er weinig ruimte voor innovaties in voedselproductie, energieopwekking of andere vormen van ruimtegebruik te zijn. De draagkracht van het systeem met name limiteert innovaties. Draagkracht (carrying capacity) is echter geen eenduidig begrip, en kent verschillende verschijningsvormen (economische, productie en ecologische draagkracht) op verschillende ruimtelijke schalen.

Er lijkt meer ruimte (letterlijk en figuurlijk) voor slimme combinaties van functies (veiligheid door middel van het Building with Nature-concept, aquacultuur en recreatie) op specifieke locaties te zijn. Deze nieuwe concepten van ruimtegebruik moeten verder vorm gegeven worden in technische, bestuurlijke en beleidsmatige zin. Ook met oog voor de koppeling binnen- en buitendijks.

Toepassing op concrete deelgebieden (Schelphoek, Kom, Noordelijke Tak).

* Local (production plot) scale: spatial concessions are given for production of specific species. This limits the possibilities for upscaling.
* Regional (Water system) scale: water systems are used by different functions. Issues as carrying capacity (in ecological and other dimensions) are relevant
* National / European scale: Existing spatial policy for near shore functions seems to be in a deadlock. There is no virtually no space to facilitate innovations in blue growth. Therefor there is a need for regime shift in policy and trying out new concepts for spatial planning.
Competing spatial claims in delta's also has various temporal scales, for instance:
* Short term: finding short term solutions to overcome specific spatial conflicts in the framework of the existing spatial policy. Few stakeholders are involved in period of several months.
* Developing and testing new concepts of spatial planning are likely to take more than a decade;
* Implementing regime shift in spatial planning will take place in the course of decades

* Water system scale Industries and households / local communities may introduce technology for (internal) water recycling;
* Multi-sourcing: other local sources of fresh water may be used, for instance effluents of nearby wastewater treatment plants. Another option is storage(buffering) and transport of redundant fresh water from precipitation. These steps involve various stakeholders and adaptation of spatial planning.

Increasing production of seafood may sometimes conflict with other users of coastal areas. Especially in near shore areas this can be a major threshold for growth and innovation in the aquaculture sector. There is a need for new concepts in spatial planning how to combine functions in near shore areas. The Oosterschelde, located in the Southwestern Delta in the Netherlands, is an important shellfish production site. In this Living Lab new concepts of combining functions in technical, policy and administrative sense.
